I believe on average F-16's are repainted every seven years. Until then it's only touch ups and whatnot. Aviano didn't have its own local "corrosion control facility" till 2012.
I've recently read a years-old USAF article on how they want to save costs on curtailing new paintjobs during overhauls even more. Some units were repainting their Vipers only after 2-3 years, and the Air Force put a stop to that. Also you'll always have dark streaks on the wing of some planes like the Viper and Hornet, because the flaps and slats are lubricated with some sort of graphite grease that streaks out from underneath them.
