He was the guy whose half-destroyed corpse was kept around by Kup while he was insane in his spotlight. Later on, there were flashbacks showing that before the war, he tried to assassinate Drag Strip at a racing event, and at some point became a cop so he could have the opportunity to brutalize and kill more Decepticons.
The Marvel UK version of Outback was much more sympathetic, but there was really only one good story about him.
