Most retailers will view this as a legitimate reason for return, replacement, or refund, and it could be so much worse. When I saw your ominous vague post and the big "COMPLAINT" thumbnail, I thought it was some serious shit, like the paint apps were melting, or they switched to a new brittle plastic, or some shit that would affect the long-term quality of the line. Missing parts are nothing. Every toyline experiences this to some degree. Contact customer service and move on.
