The big Metroid was always the same soft plastic shell to my knowledge each time it was released, but the 2.5 inch figures had variants. The ones sold in the closed packaging had a soft squishy dome like the big release, the ones sold in the open Walmart checkout style packaging switched it for a hard plastic shell. And the ones that came in the multipack were also the hard shell version. The hard shell ones kinda suck because there's a giant seam running along the bottom of it to put the two pieces together.
