It is hard that you have to include a Max figure, because a set could be a kids first playset. And if a kid likes to buy a Dread Head to get a Max figure? Kinda gambling. And dont forget molding costs for different Max figures while he is kinda the same.
There is a weird and not easy to overcome situation with toys. If you have some main character or signature toy. On one hand you need them avaible for first time customers but dont have too many doubles. In my experience with kids, they get annoyed of double characters, if the toy is not army-buildable or the kids are not some completionists.
A problem you see with Masters of the Universe, Turtles, Power Rangers, Ninjago Barbie, Bumbleebee-Transformers.
In my eyes Power Rangers and Ninjago did the best job of presenting the main characters in new designs. I would count Barbie too for selling the same character in new clothes. And Transformers to a certain degree too.
