They're betting that collectors will buy the 6" figures and so will kids, and to keep their risk low, they allow Jazwares to handle the 1:18 figures.
If Jazware's line proves successful, they'll probably take the license back and probably keep their molds too. ... i would stipulate that they may only take back the 1:18 license if their 6" line bombs.
Hard to say how the license is written up where Hasbro would benefit a lot more by keeping the 1:18 with Jazwares if their 6" is also successful.
