Everyone was expecting a Tarn from MMC and when someone leaked this everyone freaked that this was MMC's. Someone else was working on the Tarn we got in the background regardless.
The design ended up being used for Hotrod and Getaway with molding detail to make each character look the part. Well somewhat. Just look at the similarities in the arm joints. The chest track/wheels and the thighs are pretty much exactly the same. The scheme for the feet and backpack are very similar.
