Almost all of the Strawhat crew have had at least one articulated figure at some point. The only exceptions seem to be Robin and Brook.
>Pre-Timeskip design neverEven some of the villains have had figures, albeit some were gimmick ridden. Kuro and Don Krieg got made back when 4Kids had the license and they even had an Arlong planned but it got scrapped along with a few other stuff.
I know Buggy has had at least two figures as well, both from non-English sources. Apart from that, articulated OP figures seem to be a rarity which is amazing considering the popularity of the series.
