Pic related is kind of what I do with domestic packaging. I just cut the bubble off, creating a 2 mm thick card and keep that. You can stack like 25 of these in place of where a 1 figure would be. If you're really crazy about stuff or have something worth a lot, you can also fit most cardbacks into a comic sleeve and put them in 1 comic box. With 90s and pre 90s stuff you can also throw the instructions in there with the sleeve and card and keep it all together. You can fit a lot of cards and instructions into one comic box or just get a free medium priority mail box and lay them flat in there.
I don't know how modern buyers are but 70s and 80s toy buyers are usually happy with the card. You only lose 25% to 35% of the value that way vs 50%
