Once you have the arms off, us a x-acto knife with a new blade to cut the upper arms. You want to start from the back of the elbow and in one smooth motion cut in a quarter circle all the way to the front. You want to do it in one smooth cut so you don't end up with jagged edges. You should practice on a figure you don't like.
