For instance, 2nd form Frieza is officially listed as 7.5 inches. I just took mine out and measured and that's perfectly accurate to the top of his purple head. However, the horns bring him to almost 8.5 inches.
With that in mind, King Cold is listed as 8.6in, and with his horns will potentially be around 9.5 which puts him a solid inch above frieza.
I think thats perfectly acceptable and any bigger might be too much
