In the real world capes do not have giant ball pegs everywhere and aren't giant bulbous nebulous forms.
If you were to actually stretch and straighten Magneto's cape out, it wouldn't actually look like a cape that way either.
So there's a pretty big disconnect thanks to the engineering and shape.
I don't think Yamaguchi has ever done a good job at doing billowing objects, from his Dante, to his Vash, up to this thing.
