It's not floppy anywhere but the lower neck peg on my copy. Nothing's really falling apart either. The skirt on mine was put on backwards, and is of a stiffer plastic than my real SDCC Black, so I assume the skirting on the real SHF Black original version also had softer plastic skirting than this bootleg. The bootleg's joints are weird as fuck, and it's been modified to work with the bootleg joints it seems. However, the ball peg for the neck is almost the same size, leaving the head a tiny bit loose if I shove it on my official figure. Which I solved instantly just by shoving a bit of tissue paper in there. I'm sure a little layer of super glue might fix it more permanently, or future shine, or nail polish maybe.
As for the head itself, it's pretty good. Or at least, the base form head is. It has no paint, so they couldn't fuck up the paint on it, and despite how different the face looks in terms of color in this pic, it's just the camera and lighting. The plastic is a tiny bit different in color, but not as different as it looks here. Pic is the base form bootleg head, on the official SDCC Black.
