Different scales, plus a different stylization. 90's superhero toys were more detailed in terms of sculpt, but they were "cleaner", less grotesque compared to the more grossout TMNT stuff. Ironically by the late 90's McFarlane would go back to gross/gorey sculpting, but this time in a more realistic, horro movie fashion compared to the cartoony TMNT Playmates stuff.
I do wonder what the genesis was for the mid 90's TMNT stuff; I always thought they were Takara designs Playmates commissioned/imported. They were going for a more superheroic toy style not just in terms of proportions, but how their sculpts seemed more clean cut and heroic proportioned. Even the veiny musculature felt more clean and less lumpy.
