But to answer your question, probably to appeal to a wider audience since it'd be cool if their halo figures scaled well with the rest of their collections of figures. Too bad this line ended up being fumbled so bad and infinite died. Why can't we win bros? The future was so bright and there was so much potential.... Proprietary scales are kinda lame in the first place tho lol.
