What you're describing "scale" being, option a, is not what McFarlane believes "scale" is, which is option b.
The ork should be cool either way because ork height canonically is whatever the fuck it happens to be when your other toys encounter them, but everything else is kinda doomed. The good news is, the terminator will cost 25 bucks. Other bad news, it'll be a chapter you don't care about with a non colour matching head.
Because just like when it comes to scale, Mcfarlane understands toy collectors, and he knows warhammer players who collect hundreds of toy soldiers want to buy a single sergeant of a unit and not army build the fucking unit.
Also, don't expect any crisis suits or tyranids (or daemons). Those armies actually have robots/bugs/greater daemons the size of action figures and you're truly dreaming if you think games workshop will allow a 25 dollar ready-to-paint version of something that kinda resembles a ~150-200 dollar model kit.
