It was why when Pelops II went into the code they kept trying to figure out why there wasn't an answer, even though the code existed (it was the code). Jet Jaguar growing bigger was probably some sort of interdimensional timeline thing (not quite sure), just like how Godzilla kept evolving because it was taking parts from other kaiju to evolve. I don't honestly quite understand that aspect of it, besides Jet Jaguar getting an invicibility upgrade which doesn't makes too much sense to me.
Anyways, it was like the future was pre-determined, or at least the breadcrumbs were laid out to manipulate them to reach that climax with Godzilla to stop (or at least postpone) the apocylpse. Thats also why they were saying the code would be delivered in the future where Godzilla was located (when Yung was confused why the code didn't arrive, it was literally Jet Jaguar in front of him).
At least that's my understanding.
