This is a movie made by people who don't know how to make a movie for kids and who don't know how to make a movie with black people in it. There are different lighting techniques and principles depending on the color of the thing you're filming. Black people can look gorgeous if correctly lit and color graded, and if her makeup is redone so it's actually flattering.
Some examples, the fanart on the left based on the screenshot looks awful, vs the ones on the right done by competent artists. She looks fine with Ariels color scheme. The teaser is just a dark desaturated mess.
A doll of her designed with bright colors to appeal to kids, like her original design, would probably look fine if they put some effort in. The problem is they don't put in any effort.
