Tiny pack with limited fuel are shit for extended flight and humans make big targets.
Jet packs have been around for 70 years now and no one wants to use them. There was renewed interest in them a couple years ago when France was showing off a new one and the US dusted theirs off and demonstrated them as being used for boarding boats... because they're dangerous and falling 15 feet into water probably wouldn't kill anyone.
Here's an early prototype of those hover thingies from Akira, which also aren't used, because they're fucking dangerous and limited flight time.
