>>8365161They got re-released as repaints. The original turtle sets (where they came with Shredder, Krang or a Foot Soldier) had them in the darker cartoon-accurate colors. The later releases (where you got two turtles in a pack) were in brighter colors. So the turtles themselves are different from the original release, so there's an incentive for people to get them. The bad guys all got re-released in their own two packs with no changes, but the Foot 2-pack is an army builder so it moves. With the Shredder/Krang 2-pack there's no reason whatsoever for anyone to get them if they already got the originals, they're unchanged and you don't need multiples of them. So that's why that 2-pack still sits while the others move.
