They did Charizard as the first figure and there still isn't a Blastoise 20 figures later. Same with Typhlosion and no Feraligatr. Yes they did all the beasts and birds but Tamashi always does those kinds of groups close together too. They did the whole Ginyu force together, 17/18 together twice, 19/20, Zarbon/Dodoria.
