With the vintage Kenner line they made background aliens because they figure kids would want cool aliens. Even in the post-1995 modern line it took a few years for them to start making "blink and you'll miss it" characters. I think the Ishi Tib figure in 1998 was the first one that made people go "wait where the fuck was this in the movie" because that alien species was visible in Jabba's palace and it blew people's minds that it was actually a rebel soldier because almost nobody had spotted them with the rebels in the movie. To this day that character does not have a name and they gave everyone a name.
