The cover has him all hunched over, with the camera zoomed in, making his torso look much wider. Anyone can do this IRL too. Go look at swimmers when they have their arms out, they'er almost barrel chested like a gorilla, yet standing straight up and down they look thin.
See pic? Here he is next to a bounty hunter who is actually supposed to be pretty big. IF the cyborg were made into an ML based on the basic blue Spiderman 2099's size, he'd have to stand even taller and wider, making the bounty hunter way out of scale than how he's presented in the comics.
Nevermind the metallic blue spiderman alerady has a body builder build anyway. So there's no point in making the basic blue one bigger. That's just scale creep.
