At that point in time, the pig was supposed to be going on the adventure, and the rooster was going to be a total douchebag. They would be contrasts--helpful, sweet, silly pig and asshole rooster that was trying to stop Moana and get her back home. That is why a good portion of the toys and other merchandise for the film heavily feature the pig, and even feature the rooster looked like an angry asshole. The team decided that the rooster wasn't working as an asshole, he ended up getting redesigned as an idiot that worked for comic relief, and they decided to leave the pig off the adventure because it would have made things too complicated.
The clips and promo art that feature the pig (like the one you posted) were completed months ago. Obviously, Disney is still going to use the pig in promo material because it's cute and kids like cute things, but it's more "shit, the pig was supposed to be a big part of her story and he just got sidelined, uhhh well, we spent money animating this and hiring marketing people, we're not going to redo it now, plus pigs are cute and kids will like it" and not "mwahahaha let's pretend the pig is a sidekick and he's not just to get money and tickets!"
