I was online when DS9, Voyager, and ENT were all running and online fan reactions toward the latter series was almost all negative. Very different from the love DS9 got (aside from the last episode).
Early internet journalists/reviewers pretty much reflected fanboy reactions too, since back then almost everything internet came from the fanboy crowd.
Most fans hated on Voyager for having braindead writing and reneging on its premise. And after DS9 ended, people were speculating and asking for a Star Fleet series, carrying over Miles OBrien character who was leaving DS9 to become a teacher. This was bolstered by the fact UPN needed teen shows to gain traction like WB and Fox did.
Of course, that didn't happen, yet fans gave ENT a chance to make it one of UPNs highest rated shows ever. And of course, fans started bitching and moaning about how characters and timelines (from the books/supplimentary material) were being ruined. So to blame "fatigue" is ridiculous, since fans were pretty open about bitching to the network and conventions.
So ENT lost a lot of viewership over for Klingons appearing so early but also for klingons not appearing more, and other contrarian shit like that. Yet one of the biggest sticking points in this is that the stories were too bland and most of the characters were barely characters. So when ENT got better stories and development (Xindi season), the few fans that remained started gushing about it. It's everything Voyager was supposed to be and fell into the dark side of things, which makes that entire 911 shit such a stupid bold face lie. It gained viewership aftering losing so many in the last season.
But since so many fans had gave up on the series early on, ratings were too long to continue past season 4.
And unlike today, Star Trek merch kept being made and selling, because fans still wanted more and more Star Trek shit.
