From what we know of IDW Megatron, he should have been fitted with some kind of mumbo jumbo device that put him into stasis and made him go through seemingly eternal hell every time he so much as thought about malevolent actions (mathematic guilt determination is canon remember). That would have been the only way to keep him from constantly murder raping everyone. There's just no fucking way you can "fix" millions of years of pathological genocidal sadism with some low energy pills.
