The figure is almost completely painted plastic and a few spray apps elsewhere like the eyes and scope.
The only hint of collector quality paint is just the shading, and Hasbro does that shit too.
Also, check out that little photograph on his hat. Hasbro was using those low res stickers way back in 2005.
The shadow itself may be a low res sticker too. Hard to tell, because airbrushes are like that.
