Black Manta has plenty of options so it won't matter what you get, it depends on how much cash you want to shell out. Booster has had some recent McFarlane releases but the older ones are prized a bit more because of minor details. Captain Atom, OTOH, I prefer the older ones but the recent release by McFarlane is comparable.
Guy has a fair amount including some new ones from McFarlane but a lot of folks tend to mark these up, the older models have an ugly face, which is what some Guy fans were offended by.
What you get also depends on how much you care about shit like whether they scale or not. For that matter, you could easily get a set of Mattel based on the Justice League Unlimited cartoons, which look VERY similar to the cartoons AND if you are patient, are pretty easy to grab at bargain prices but don't articulate much if you intend to pose them, etc.
