Its why 3¾ is still in use today, because Star Wars set that standard and so many lines since then used it (because they all copied Star Wars).
Then in the 00s, when Hasbro updated the GI Joe line, they became a true 1:18 toyline. And everyone started copying this scale too. Boss Fight, Marauder Gun Runners. Hiya Toys. Toy Notch. Jazwares. etc etc etc.
They copy these scales BECAUSE they know cross-line interaction happens and want people to buy their toys too.
Unfortunately, this created created two different standards. 3¾ is still in use, so it's basically competing with true 1:18 scale. And then companies like JoyToy fucked up the scale with Warhammer to make it cheaper.
Companeis like McFarlane basically lucked into 1:18 scale, in order to continue making 7" figures, which meant the smaller characters and vehicles happen to be 1:18 or close enough.
