That's definitely why Heisei has such appeal to a lot of fans, the monster scenes are more polished(on the surface. From a technical standpoint, you can see things like Ghidorah's wings being less active, or Mothra in general being less dynamic). The human stuff thats there is also more dyrectly godzilla related on average, and the Miki subplot appeals to those who like continuity. It wasn't until I got older, and I was more open to watching the whole films through while paying attention to the whole movie, not just the monster parts, that I began appreciating the human elements more.
Invasion of astro Monster was always one of my favorites as a kid, but mainly just because of the whole idea of godzilla in space. Now I still like it, but mainly due to Glenn and Fuji's companionship and the general pulpiness of it. Really its barely a Godzilla movie, its more of a general Toho sci-fi movie and the monsters are more like guest stars.
