There is no mention of gyms at the start, since even getting like 2 badges was a big deal, and the very first thing Oak asks you to do is get the Master Ball he ordered then gives you a Pokedex when you prove you can survive doing that. He doesnt talk about gyms because he doesnt think you can do it. The exact same shit happens in Gold/Silver.
