They make a conscious decision in making sure Rainbow Raider is made out of X amount of pieces and just the right size. You'll see them "cheat" by making a certain part out of one piece vs multiple (usually accessories. See: Hasbro's motorcycles vs McFarlane's)
The issue with Devasator was just the fact that he might have been too large to fit in the standard packaging. As we've seen with other toys, like the Warhammer Genestealer figure, they'll insert the figure partially assembled so that it'll fit. There's other figures that have come this way, but I don't remember which.
Also take note that this figure has more articulation as well. So Devastator having spikes probably doesn't increase costs as much as you think and is already budgeted in.
We know that Hasbro usually budgets shit per wave, which likely happens wiht McFarlane too. A wave costs XX,XXX.YY amount, so if one figure came with more accessories, another figure or three may come with fewer pieces.
One thing to note is that when McFarlane does a BAF, the cost of the figure is $24.99 vs the normal 19.99 price. So despite McFarlane spending way more money than Hasbro does, they don't want to eat that cost of including a "free" figure per BAF wave. McFarlane instead prefers to release DELUXE figures. So size does matter at a CERTAIN point.
McFarlane is a company to watch, as their actions are more transparent, if you want to see the cost for toys.
