Super Buu's height is around what 2nd Form Freeza and 1st Form Cell are to the top of their heads excluding horns, which puts Android 16 and a few others at that height too. That would make 3rd Form slightly shorter than Burter but still tower over almost the rest of the line. The real question is what would they do with King Cold considering the filler episode.
