One was an all plastic "action figure" line; the other a cloth goods "doll" line.
I think they only made Gandalf the Grey in the doll line, and Gandalf the White in the figure line.
The dolls have an abundance of articulation that match or even rival kids dolls you can get today.
However the sewing quality was rather hit or miss with this line.
If you're interested in Gandalf the White, Toybiz made several more variants of him, than of Grey.
Also both the various Gandalfs have been repacked into various box sets, so if you're after any other characters, consider looking up those first to reduce the amount of duplicates you get.
