If you want billow capes/cloaks/etc with layers everywhere, they're easy to find with a simple google search of Amano and CLAMP's Tokyo BAbylon or X series.
The fact is that the design itself of the character being compared to Spawn is more simplistic than what is shown from the splash page. Generic as fuck, made interesting for a few panels in a few books. Unlike straight up rip offs of Apocalypse or lookalikes of Gambit or wannabe Wolverine (another can of worms here cause claws are generic as fuck, with real life examples dating back centuries).
