As you mention, a removable sheath would have been ideal for Tommy, because not only would it allow you to give the sheath to Jason, it would allow you to have a holsterless/sheathless Green Ranger as he appeared in the first four parts of "Green with Evil". There were also instances when Tommy had a white holster in American footage, so it would have been cool if he also included one of those. It was generally an error on the American costume department's part, but in "Return of an Old Friend" when Tommy is sent to retrieve the Power Coins and Dragon Dagger from Goldar he is equipped with a Blade Blaster, which makes sense that Zordon wouldn't want to send him into battle without any weapons. So basically a perfect Green Ranger would have a bare belt and include both a black sheath and white holster to be clipped on as desired.
