The Keston John gag seems more likely. Most Revelation VAs were minor celebrities instead of/in addition to VAs, but they weren't totally adverse to actors who only make a living as VAs: Conroy, Susan Eisenberg, Phil LaMarr, etc.
I'm not sure what you'd call the "tier" of celebrities they're able to get. Gellar was a real movie star as well as TV's Buffy from 1997-2003, so "washed-up A-lister"? Game of Thrones actors of course, and Chris Wood came from the CW.
It seems plausible that they could get Jeremy Irons, and he has the range to do any variation on Hordak from Filmation scenery-chewing to DC's not-sure-if-it-knows-its-hammy grimdark to something genuinely serious.
