He -is- (finally) packaged in alt-mode, which is nice because those Bluestreaks we got were backacged in 'bot mode, making for huge boxes. The Hasbro instructions, though, assume you're starting from 'bot mode and changing him to alt mode.
(Guess what those Hasbro Bluestreak instructions were? Alt to 'bot!)
