19 and 20 are just midgets. Random civilians are taller than them. Besides some random action shots of 19 fighting Vegeta, they never look imposing. I don't get why this is such a big issue for people to understand? This is one of the few times where they did pretty good on scaling even with Vegeta being the height of Super Vegeta.
16 on the other hand is huge, and he needs a 2.0 which will make Imperfect Cell seem even more undersized.
