That's how late the change was in production. They were already to film and making props and everything when Rankin Bss said they didn't want Kong to be in it anymore. The film is that unchanged. It's also why Godzilla attacks Mothra when they already made peace. However, that Godzilla suit was made into King Kong for King Kong Escapes, so chances are they started the Godzilla suit's head sculpt with King Kong in mind at first. This was most likely the case from my reading because Harou Nakijima had issues with how his costar's King Kong suit looked in King Kong vs. Godzilla (among just not being impressed with the guy's performance), and basically nagged at the suit makers like he did as usual to make it right. If all my homies knew I was into this shit, I'd lose all my street cred. Kill me. Please.
