Anyway, the guy's named Night Rogue from the Kamen Rider Build series. I'd actually recommend the series. For the past decade or so, Kamen Rider series tend to start strong for the first few episodes, then slow down a bit, and then it starts getting intriguing once all the first couple waves of toys have been sufficiently shilled.
Build differs a bit in that although it has some silly elements at the start (which never fully go away), it stayed strong even through the initial episodes. Although there's a definite WHAM episode where it goes from solid/good to "ride".
