Also, could it have been a thing about BUDGET? Because like i said earlier, it's one of the reasons why almost every toyline usually starts off with less articulation and eventually gets better if it's successful (unless it's Mattel).
So the restriction would be from how many molds they're able to fit within their budgets, which is affected by how many pieces a toy is made out of, and the more articulation there is, the more pieces need to be made.
