Well, this is not muh representative democracy, who gives a shit how many votes are cast per physical anon as long as the result is accepted by everyone.
Use strawpoll, give it a week or two, post the intermediate results every day. If anons see that the result goes the way they don't like, let them vote again and again. In the end you may have a 1000 votes where a few anons who really care about the outcome would determine the result and the rest who don't particularly care would just accept it.
