Disney still wants to treat Frozen as it's separate franchise, and doesn't like to lump Anna, and Elsa in with the rest of the Disney Princesses in order to charge companies like Hasbro who wish to license the princesses twice. Once for "The Disney Princess" license, and than again for the "Disney Frozen" license. They tried pulling the same crap with Moana, but I guess her doll sales weren't that great, and they just ended up lumping her in with the rest of the older princesses.
