You can blame the current economic status, but Hasbro doesn't want to offer cheaper options anymore, because the drop in revenue would be too great for them. It's pure greed and it's the same shit they tried doing back in the 90s and 00s, because they want higher price points even if it kills the brand.
And since you know nothing about GI Joe, Sigma 6 was created to push an 8 inch line, despite the 3.75" GI Joe Vs Cobra lines being very popular with retailers, kids, and fans. TRU made so much money off those figures, they asked Hasbro to continue producing 3.75" just for them and it's ulitmately what saved GI Joe from killing the GI Joe brand again after Sigma 6 bombed.
People kept buying the 1:18 line while the 8" line failed, so that support led to them revamping the GI Joe brand with modern (for back then) articulation and engineering. Target then offered to support the line even more, because some exec was a big fan, and the 25th line went full scale instead of just being a limited run.
Back then, Hasbro gave what fans and kids wanted, and the GI Joe line thrived.... until Hasbro fucked up their relationship with retailers by pulling the carpet on them by making them order a movie line without a movie to support sales.
GI Joes failures for the past 30 years have all been Hasbro shooting themselves in the foot.
