Thing is, media never really took time to potray that properly. They showed some strategy, but they still came across as a bunch of literal animals. It didn't help the concept seemed like a retread of the Bohrok (fiully organic parasitic thing piloting a fully mechanical suit of armor).
Sounds to me they were couldn't settle between "mindless sci-fi monster" (a la base Bohrok) and "intelligent villain" (a la Kal) and sort of mixed the two. I'd argue the Visorak got the same treatment.

The Kal might've gotten a lot of shit (most of it is justified, I suppose), but they were the first and last fully intelligent, individualized, talking canister villains until the Piraka came along.
