The scale is weird as fuck, but it made sense, since they wanted to produce vehicles. If they had been 1/12, vehicles are stupidly big and costs don't actually scale 1:1, thanks the amount of space they take up.
Being 1/15 is the mid-point between the visibly better 1/12 and affordability of 1:18. If they had just gone to 1:18, the paint wouldn't look as nice, because paint application just doesn't scale down. It ends up looking like slop at 1:18.
Anyway, i really like McFarlane's covenant figures. They scale better in 1:18 than Jazware's 1:18 line, whose aliens are too small.
And you're exaggerating about the elites and QC. I bought most of my figures nearly a decade later, most in package, and haven't had a problem after buying 2 dozen of them.
