This is Lego Seatron, an unreleased 1996 Lego theme that would've been set on an alien planet, with underwater astronauts with new torso pieces but due to budgetary reasons, combined with the discontinuation of the 90's Lego Monorail sets, lead to the whole lines cancellation
It looks pretty neat and it's a shame it never got made
