They consists of Girls from various background and races. Their skills varied, from close combat expert, sniper, tactic, etc etc. Those girls are brainwashed and Cammy used to be part of the Bison's dolls after her assassination attempt at Bison failed and she was captured. She got freed later. This is why Cammy's secret costumes are Bison Doll costume and even a Bison female costume, implying she's taking over Shadaloo after she successfully killing Bison.
