If you look at the Gungan silhouette, the big floppy ears serve as an analogue for dreads, and especially in the females, it's hard not to see the big, full upturned lips and nostrils as a racist caricature, as these were the sorts of features that caricaturists would traditionally exaggerate. Whether the concept artists meant to do this or not, there were certain choices made that, at least to some people, reads as a cartoonish take on Jamaicans. And yeah, the voice certainly didn't help, neither in the accent or the similarity in form to Jamaican patois.
